Where are the casinos in Malta?
Malta has four licensed casinos, according to the MGA Annual Report 20251: Dragonara Casino, Portomaso Casino and Casino Malta in the central part of the country, and Oracle Casino in the north.
You’ll find the first three in St Julian’s (San Ġiljan): Dragonara on Dragonara Point, Casino Malta at Eden Place in St George’s Bay, and Portomaso in the Portomaso Business Tower. Oracle is on Qawra’s seafront, in the Dolmen Hotel Resort in Buġibba, according to Visit Malta4. There is no casino on Gozo.
Casinò di Venezia in Vittoriosa (Birgu) closed in 2013; the MGA said in 2016 that its licence had been cancelled (GGB Magazine6), so older listings mentioning it are out of date. There is more about the authority behind the licences in our guide to the Malta Gaming Authority.

What is the age limit and which ID do you need?
The age limit is 18: Malta’s Gaming Act2 (Chapter 583), article 2, defines a minor as someone under 18, unless otherwise provided. Article 14’s second proviso bars Maltese citizens under 25 from using gaming services at a casino with a concession. This concerns citizenship, not where you live, so the 25 limit does not apply to visitors who are not Maltese citizens.
You need ID on your first visit. The Gaming Premises Regulations15 (S.L. 583.07, regulation 5) require casinos to register every player on entry. Under the Malta Gaming Authority’s (MGA) Directive 3 of 20183, article 30(2), the casino keeps a copy of your ID document and a clear photo.
According to Casino Malta's terms9, it accepts a driving licence only in card format showing your name, photo and date of birth, and may request a document translated into English if your ID is not in English. The documents each casino accepts are in the box.
ID documents the casinos accept
- Dragonara
- National ID card, passport, driving licence or residence permit; crew ID cards from cruise ships are not accepted (terms16)
- Casino Malta
- Passport, national ID card or driving licence in card format (terms9)
- Oracle
- ID card, passport or driving licence (casino FAQ17)
- Portomaso

Dragonara Casino
Dragonara Casino is in the Dragonara Palace on Dragonara Point in St Julian’s. Built in 1870 as a summer residence, the palace became home to the casino in 1964; it describes itself as Malta’s first (Dragonara's history19).
Dragonara Gaming Limited runs it under licence MGA/B2C/181/2010 (the casino's footer8). It received a new ten-year concession, an agreement to operate the casino, from 1 August 2021, according to iGaming Capital20.
You can visit 24 hours a day; the dress code is smart casual, with free registration and parking at the casino (Dragonara's FAQ7).
Games include up to 300 video slots, roulette from €2 and card games from €5. The poker room has tournaments every day and cash games in the evenings.
Casino Malta
Casino Malta is at Eden Place in St George's Bay, St Julian's, run by Casino Malta Limited under licence MGA/B2C/273/2014, according to the casino's terms9.
Visit Malta4 calls it “Casino Malta by Olympic Casino” and describes it as Malta's largest and newest casino, open 24 hours. The casino's own website uses only Casino Malta.
The terms list 312 slot machines, 25 table games and ten poker tables. You show ID and complete a registration form; the casino may conduct random metal-detector checks. Unresolved complaints can go to EADR, a dispute resolution body.
Entry fees, parking and payment methods are not given on the casino's website.
Oracle Casino
Oracle Casino is on Isle Promenade in Qawra (the casino's contact page11), in the Dolmen Hotel Resort in Buġibba according to Visit Malta, and is the island’s only northern casino.
Tumas Gaming Ltd runs Oracle and Portomaso under Malta Gaming Authority licence MGA/B2C/103/2000; your membership card is valid at both (Tumas Gaming's terms14).
You can enter free, 24 hours a day; dress is casual, excluding swimwear (the casino's own presentation10). Transport is available on request, subject to availability.
Games include six roulette tables from €1, blackjack, WPT Heads-Up Hold'em and Three Card Prime (table games21). The bistro was closed for renovation on 18 October 2026.
Portomaso Casino
Portomaso Casino is on level -1 of the Portomaso Business Tower in St Julian’s and is open 24 hours (the casino's contact page13).
Tumas Gaming Ltd runs it under the same licence as Oracle. At registration, it checks each name against the Malta Gaming Authority’s (MGA) self-exclusion register—a list of people who have excluded themselves from gambling (Tumas Gaming's terms14).
You enter free, with casual dress allowed but no swimwear. The garage beneath the building has more than 1,500 free spaces and is open 24 hours (the casino's own presentation12).
Games include slots, roulette, blackjack, punto banco and poker with tournaments. The restaurant was under renovation on 18 October 2026.
What is the difference between a casino and a gaming parlour?
A casino in Malta needs a ministerial concession (Gaming Act, article 11(3)2) and a B2C (business-to-consumer) licence from the Malta Gaming Authority, or MGA (MGA page on land-based casinos22). The concession lasts ten years and requires at least 225 slot machines and 15 gaming tables; MGA inspectors attend daily.
You can only find gaming tables on premises with a casino concession (Directive 2 of 2019, article 13(2)23). Gaming parlours, termed “controlled gaming premises”, may have at most ten machines, no gaming tables, and open only from 11:00 to 23:00 (S.L. 583.07, regulation 1615). Malta had 21 gaming parlours at the end of 2025 (the MGA's figures for 20251).
The companies behind the casinos are covered in gambling companies in Malta (in Swedish); the online gambling licence is explained in the MGA licence (in Swedish).
What about winnings certificates, credit and self-exclusion?
A casino cannot refuse you a winnings certificate for wins of €2,000 or more (Directive 2 of 2019, article 1123). It cannot give you credit to gamble with (Gaming Act, article 152).
All gaming premises must offer self-exclusion—barring yourself from gambling—for a set period that cannot be shortened or lifted early (S.L. 583.07, regulations 6–715). For online casinos, see self-exclusion at a casino with an MGA licence (in Swedish).
Visit Malta4 refers to the Responsible Gaming Foundation’s helpline 1777 and to Sedqa on 179.
How many people visit the casinos?
The casinos had 846,848 visits in 2025, 4.8% fewer than in 2024, according to the MGA Annual Report 20251. The Malta Gaming Authority (MGA) mainly attributes the fall to renovations at two casinos, without naming them. Players who are not Maltese accounted for 68.8% of visits.

Common questions
Is there a casino on Gozo?
Does it cost anything to enter a casino in Malta?
What should I wear to a casino in Malta?
Which is the largest casino in Malta?
Visit Malta4 describes Casino Malta as Malta's largest and newest casino. According to Casino Malta's terms9, it has 312 slot machines, 25 table games and ten poker tables.
Dragonara8 has up to 300 video slots. We have not found the number of tables at Dragonara and Portomaso in the casinos' own information.
Can you pay by card at the casinos?
Dragonara takes cash, and you can withdraw cash at its on-site cash machine and card terminals. American Express, Diners, corporate cards and cards without a name are not accepted (Dragonara's terms16).
At Portomaso, cash is exchanged for chips at the tables; for some wins, you can request payment by bank transfer (Tumas Gaming's terms14).
Casino Malta and Oracle do not state payment methods on their pages. No casino may give credit (Gaming Act, article 152).
We have not been able to check the licence numbers in the MGA's register, which could not be read, so the numbers come from the casinos' own pages. Casino Malta does not state entry fees, a dress code or parking, and we do not know whether it accepts an ID card that is not in English without a translation.
