MGA Casino 2026 – a Malta casino guide to the Malta Gaming Authority
An independent guide to the Malta Gaming Authority: what the licence requires, how to check it yourself and how it differs from a Swedish licence. Every rule has a source.
An MGA casino, often just called a Malta casino, is an online casino licensed by the Malta Gaming Authority (MGA), Malta's state gambling regulator. Malta is in the EU, but an MGA licence is not a Swedish licence: bonus rules, limits, self-exclusion and tax on winnings all work differently (Gaming Act, Chapter 5831).
At a glance
Regulator: the Malta Gaming Authority (MGA), under the Gaming Act, Chapter 5831, in force since 1 August 2018.
Licences: 311 held by 302 companies in December 2025, against 323 held by 315 companies a year earlier (MGA Annual Report 20252).
Enforcement in 2025: 22 warnings, 30 administrative fines totalling €162,520, one suspended and two cancelled licences (MGA3).
Spelpaus.se: Sweden's national self-exclusion register only covers companies with a Swedish licence (Spelpaus.se4).
Tax on winnings: for Swedish residents it depends on whether the gambling is directed at Sweden (Skatteverket5).
This guide explains what a Malta Gaming Authority (MGA) licence requires and how you can check one yourself.
We have read Maltese legislation, the MGA’s own directives and its annual report. Every rule on the page has a source footnote. The five casinos we examined further down are described, not ranked, and we do not link to them.
The Malta Gaming Authority (MGA) issues gaming licences in Malta and supervises gaming offered from there. Its legal basis, the Gaming Act, Chapter 5831, has been in force since 1 August 2018 and repealed the Lotteries and Other Games Act.
The authority was previously called the Lotteries and Gaming Authority; its name change to Malta Gaming Authority was announced on 14 January 2015 (MGA6).
Article 4 of the Act sets out the objectives: fair, safe and transparent gaming, kept free from crime, and protection for minors and vulnerable people. Malta's Gaming Act explained (in Swedish) covers the law itself.
At the end of December 2025, 302 companies held 311 MGA gaming licences, online and land-based, according to the MGA Annual Report 20252. A year earlier, 315 companies held 323 licences.
Five casinos with an MGA licence, examined in October 2026
This is what the MGA licence looks like in practice. On 18 October 2026 we went through five casinos licensed by the Malta Gaming Authority from a Swedish IP address and read their terms, payment pages and register entries.
EnergyCasino, N1 Casino and Betamo have no Swedish licence, so the MGA's rules apply in full. Mr Green and Betsson hold MGA licences for their international sites, but Swedish players play with them under a Swedish licence. Those two are included to show the difference.
The list is not ranked, and we do not link to the casinos. You can check every licence yourself with our guide how to check an MGA licence.
Quick facts on the five casinos – no links to the casinos
EnergyCasino is run by Probe Investments Limited in Malta under licence MGA/B2C/224/2012, and energycasino.com is listed under the company in the MGA register. It is the only casino here whose FAQ says where player money is held: in a separate client account at Bank of Valletta.
The cashier is narrow for Swedish accounts. Only Visa and Mastercard could be confirmed, from €10 per deposit. Withdrawals are processed within up to three banking days, capped at €5,000 per day. ID checks are required once deposits reach €2,000 over a rolling 180 days, in line with the FIAU's rules.

MGA/B2C/394/2017
Betamo sits under the same licence as N1 Casino, MGA/B2C/394/2017, but has its own terms (version 2.8) that differ on several points. The biggest difference is payments: Betamo offers Trustly for both deposits and withdrawals, which only three of the MGA casinos without a Swedish licence in our review did.
Each deposit must be wagered three times before withdrawal, or the casino may charge a fee. Bonuses do not apply to players from Sweden. According to the payments page, withdrawals should be processed within 12 hours, capped at €4,000 per day.
Visa, Mastercard, Trustly, Skrill, Neteller, Neosurf, bank transfer

Withdrawals are capped at €4,000 per day and €10,000 per week, with €40,000 per month or €75,000 with the highest limit
The payments page says withdrawals should be processed within 12 hours, and the minimum withdrawal is €10

Bonus terms point 1a exclude Sweden from bonuses, promotions and VIP rewards, so the €300 + 150 free spins package does not apply

How does the MGA supervise casinos?
An MGA licence is not a one-off approval: the Malta Gaming Authority continuously supervises licensees, audits companies’ compliance with requirements and vets every new application.
Administrative fines in 2025 were roughly half the previous year’s level: 25 fines totalled €306,250 in 2024 (MGA, 2024 annual report7). You’ll find the 2025 figures in the box below.
A casino needs a B2C (business to consumer) licence to accept you as a player (MGA8). B2B licences cover suppliers, such as game studios and platforms, selling to companies without players of their own. We explain these types in the MGA licence (in Swedish).
Numbers follow MGA/category/serial number/year, for example MGA/B2C/220/2012 (MGA seal page9). The number must appear in the casino’s terms and conditions alongside the company’s registered name and address (Player Protection Directive, art. 610).
You should always compare with the register: the year is not always the grant year, and one company can run several casinos under one licence.
How do you check that a Malta casino licence is genuine?
Three checks that take a couple of minutes
Read the terms and the footer. The company's registered name, address and licence number should be there (Player Protection Directive, art. 610).
Click the MGA seal. It should open a page that starts with https://authorisation.mga.org.mt and shows the company, the licence number, the licence status and the web addresses the licence covers (MGA seal page9).
Search the register. In the MGA's licence register you can search by company name, web address or gaming service (MGA13).
You can complete the three checks above in a couple of minutes; the full walkthrough is in how to check an MGA licence (in Swedish). If the seal is just an image without a link, or the domain is missing from the register, do not rely on the licence.
The Malta Gaming Authority’s list of unauthorised URLs11 contained 315 web addresses falsely referring to the MGA or an MGA licence on 18 October 2026.
You check a Swedish licence the same way in Spelinspektionen's licence register12. Spelinspektionen is the Swedish Gambling Authority.
How does an MGA licence differ from a Swedish licence?
Both licences require player protection, but Swedish law decides more in advance, while the MGA (Malta Gaming Authority) licence leaves you more choices. The table below shows the differences you notice most.
Only the first time you play with the company (spellagen, ch. 14 s. 914)
Bonuses are allowed, but terms, wagering and deposit requirements must be shown clearly with examples (S.L. 583.09, regulation 2915)
Deposit limit
Mandatory. An increase takes effect after 72 hours at the earliest (spelförordningen, ch. 11 s. 316)
The casino must offer limits. A raised limit takes effect only after 24 hours (Player Protection Directive, art. 1410)
Self-exclusion
Spelpaus.se excludes you from all companies with a Swedish licence (spellagen, ch. 14 s. 1214)
Self-exclusion at each casino separately, for a definite or indefinite period (Player Protection Directive, art. 1110)
Identification
Reliable electronic identification already at registration (spellagen, ch. 12 s. 214)
Personal details when the account is opened, full customer due diligence when deposits reach €2,000 (FIAU17)
Credit
Gambling on credit is prohibited (spellagen, ch. 14 s. 814)
The casino may not give you credit to gamble with (Gaming Act, article 151)
Source: the legislation, read 18 October 2026
How do self-exclusion, limits and complaints work?
At a casino licensed by the Malta Gaming Authority (MGA), you have self-exclusion and deposit-limit rights, and the operator is responsible for safeguarding your funds (Gaming Act, article 191).
Spelpaus.se4, Sweden’s national self-exclusion register, only applies to companies with a Swedish licence. Malta has no national register for online gambling: an MGA casino’s self-exclusion applies only at that company.
The MGA’s Player Protection Directive10 requires definite or indefinite self-exclusion, no more than one click from the responsible gaming page. Casinos must offer deposit limits; an increase takes effect only after 24 hours. We explain the steps in self-exclusion at a casino with an MGA licence (in Swedish).
Players made almost 940,000 self-exclusion requests at MGA-licensed online operators in 2025 (MGA Annual Report 20252). In February 2026, the MGA published a review conducted in 2025 using mystery shopping—checks posing as customers—at 20 licensees and 58 active websites. Findings included delayed self-exclusion activation, exclusions lifted without the mandatory cooling-off period and incomplete reality-check prompts (MGA thematic review18).
For complaints, start with the casino. Its reply must explain referral to an ADR entity—alternative dispute resolution—and complaints to the MGA’s Player Support Unit (S.L. 583.08, regulation 1319). The ADR decision binds both you and the casino (ADR Directive, art. 1020). We explain the process in complaining about a casino with an MGA licence (in Swedish).
Are winnings from an MGA casino tax-free in Sweden?
If you live in Sweden, whether gambling is directed at Sweden—not the licence itself—decides the tax treatment.
Under 8 kap. 3 § inkomstskattelagen21 (Chapter 8, Section 3 of the Swedish Income Tax Act), winnings are tax-free in three cases: the provider holds a Swedish Gambling Act licence and the game requires it; the game is provided in Sweden without requiring that licence; or it is provided within the European Economic Area (EEA) without requiring a Swedish licence.
Skatteverket5, the Swedish Tax Agency, says winnings from a Malta gaming company targeting Sweden without a Swedish licence are taxable. Swedish website text and deposits and withdrawals in Swedish kronor carry great weight; assessment is case by case.
Taxable winnings over SEK 100 are taxed at 30% as capital income. For each gaming company and tax year, the amount is total winnings minus stakes: you cannot offset one company’s loss against another’s win. You can work through your own case in our tax guide.
Which payment methods can you use at an MGA casino?
Payment methods differ between casinos and change over time; you can see current options on the casino’s own cashier page.
A casino licensed by the Malta Gaming Authority (MGA) may not give you gambling credit (Gaming Act, article 151). We cover each payment method in our payments guide.
New MGA casinos in 2026: how do you find them?
A new casino often uses a licence its company already holds, so one opened this year can have a licence number from many years earlier.
In 2025, the Malta Gaming Authority (MGA) received 38 new gaming licence applications and issued 19 licences, against 28 applications and 17 licences in 2024 (MGA Annual Report 20252).
You can search the MGA13 licence register by licensee name, licence status, web address or gaming service. The seal page shows the web addresses covered.
Five casinos with an MGA licence that we examined are described higher up on this page. The companies behind the brands are covered under gambling companies in Malta (in Swedish).
Casinos in Malta: what applies if you are on the island?
Malta has four land-based casinos: Dragonara, Portomaso and Casino Malta in St Julian's, and Oracle in Qawra. Gozo has none (MGA Annual Report 20252).
You must be 18, or 25 if you are a Maltese citizen (Gaming Act, art. 141), and need an ID document on your first visit.
All four open around the clock, according to the casinos themselves and Visit Malta. Addresses, opening hours, entry and dress codes are on casinos in Malta.
Common questions
Is an MGA casino safe?
The MGA (Malta Gaming Authority) requires casinos to protect your funds, check customers, offer limits and provide access to binding dispute resolution—decisions both sides must follow.
The authority follows up these requirements with audits and sanctions (MGA3).
Your protection is still not the same as under a Swedish licence, mainly because Spelpaus, Sweden’s self-exclusion system, does not apply.
How do I know a casino is not using someone else's licence?
You can check licence coverage through the Malta Gaming Authority (MGA) seal at the bottom of the casino’s site. Clicking it should open authorisation.mga.org.mt, showing the same company as the casino’s terms and the web addresses covered.
If the domain (web address) is not listed there, or the seal cannot be clicked, assume that the licence does not cover that site.
Do I have to send ID documents to an MGA casino?
Yes, sooner or later you must undergo full customer due diligence, meaning customer verification.
Under the FIAU's rules17, the casino must carry out this check when your deposits reach €2,000, counted since the account was opened or over a rolling 180 days. The FIAU is Malta's Financial Intelligence Analysis Unit. Until the check is complete, you cannot make a withdrawal.
Are there new MGA casinos in 2026?
Yes, but casinos often launch under a licence their company already holds, so one opened this year can have a much older licence number.
You should check the company and domain in the Malta Gaming Authority’s (MGA) register, not just the casino’s name.
Is a Malta casino the same as an MGA casino?
Online, “Malta casino” usually means a casino licensed by the Malta Gaming Authority (MGA). That is what this guide covers.
The island has four land-based casinos. Each needs a ten-year concession and a B2C (business-to-consumer) licence, with inspectors from the MGA on site daily (MGA page on land-based casinos22).
How we made this page
We go to the source. In October 2026 we read the legislation on legislation.mt and riksdagen.se, and the MGA's directives, thematic review and annual report in the authority's own documents. We do not gamble with our own money at the casinos.
Two people on every page. Niklas Ekroth writes and Patrik Lindblom checks every fact against its source before publication. Found an error? Write to info@malta-casino.se and we will correct it and note the change in our corrections log (in Swedish).
Rewritten as an independent guide: no rankings, footnotes for every fact.
New review of five casinos with an MGA licence, with screenshots, quick facts and pros and cons, without links to the casinos.
Spotted an error? Write to info@malta-casino.se and we will correct it and log the change.
